Fraser is a highly-respected economics consultant with 20 years commercial experience, who has successfully led over 300 projects across a range of sectors. He has a unique ability to explain complex matters in everyday language, and relates well to a wide range of people.

EXPERIENCE

Fraser is a highly-skilled consultant with 20 years’ commercial experience, who has successfully completed 300 projects across a wide range of sectors. As one of New Zealand’s leading economic experts, he has helped clients gain planning permission or funding approval for projects worth more than $10 billion, including:

  •  NZ’s largest gas field (Maui)
  •  A $400 million 5-star hotel/convention facility in PNG
  •  A $250 million infant milk formula plant
  •  The velodrome and cycling centre of excellence in Cambridge
  •  A 100-hectare mussel farm
  •  The expansion of Millbrook Resort in Arrowtown
  •  Several of NZ’s largest residential developments
  •  Dozens of commercial/retail developments

Fraser also has a strong track record in policy analysis, and has helped shape a number of key local and central Government policies, such as:

  •  Local alcohol policies in Auckland, Christchurch and Dunedin
  •  Minimum parking requirements in Auckland
  •  Class 4 gambling (pokies) in Christchurch
  •  Heritage protection in Hamilton
  •  Affordable housing in Queenstown
  •  Genetically modified organisms in Hastings
  •  Modal shifts to walking/cycling for the Ministry of Transport

In addition, Fraser has helped a wide range of Council and developer clients to negotiate development contributions (DC) agreements worth hundreds of millions of dollars, including securing a $10 million refund on behalf of developers following the first ever judicial review of a DC policy in 2007.

Prior to forming Insight, Fraser was a founding director of another consultancy (Covec Limited) for 12 years.
